I am Muhammad Farooq Qamar, a forty-five-year-old Provincial Management Service (PMS) officer. I have good knowledge and experience in front-level public services management and law as well. I belong to the district Kotadu in the Southern area of Punjab. I have three kids of school-going age. After completing my Diploma in Software Engineering (DSE), I joined the Punjab Highway Department, Government of Punjab as a Computer Operator (BS-12). Where I learned the basics of skills in computer software and hardware. During my ten years of service at the Punjab Highway Department starting from 2000 to 2010, I remained engaged in a large number of software operations from data entry in specialized software, installation, hardware, and working on some web-based software related to the construction of roads, inspection of roads and in different project management units. There, I got the basic idea of digitization and how various manual tasks have given efficiency and transparency to the road project.
Later, after completing my three-year law graduation (LLB) from the prestigious, University Law College, University of Punjab with an excellent CGPA score of 3.39/4 in 2009, I joined the premier executive service of the province i.e Provincial Management Service (PMS) in 2010 after passing the Combined Competitive Examination (CCE) conducted by the Punjab Public Service Examination (PPSC).
There started my journey of knowledge and experience in front-line public administration. Before joining my duties, I was trained at the Punjab Institute of Management and Professional Development (PIMPD) and completed a 24-week mandatory IIIrd Post Induction Course in Public Management and Governance. There as a PMS officer, I remained posted as Section Officer, Secretary Regional Transport Authority, Deputy Director (HRM), General Assistant Revenue, Assistant Commissioner, Special Judicial Magistrate in BS-17 field postings. During these assignments, I gained expertise in the fields of public administration, financial management, project development, project management, reporting, analysis, monitoring, digitization, legal assistance, adjudication in criminal law and revenue law, magistrate first class, ultimate dispute resolution, and disaster management, budgeting, public procurements. In 2019 after completing my ten years of service in the Government of Punjab, I completed my eight-week course in Public Sector Management and Governance (PSMG) at PIMPD. Then I was promoted in the BS-18 as Additional Deputy Commissioner/Deputy Secretary in my cadre and started my assignment as Additional Deputy Commissioner (Finance & Planning) ADC. Remained posted as ADC for four years in two district and played an active role in district administration. As ADC I used to get experience in the field of budgeting, public procurement, legal assistance, disaster management, project planning, project management. Ultimately, in 2023 I completed the 25th Public Policy and Governance (PPG) course at the Punjab Institute of Management and Professional Development (PIMPD), a mandatory course for Provincial Management Service (PMS) officers for promotion from BS-18 to BS-19. With a degree in law and diploma in software enginner, data protection and privacy, cyber regulations, digitization are my favourate field. I hope to get more learning and experience in these fields with sepcial interest in its effects on human rights.
